Cooling Shelter Policy Memorandum of Understanding (MOU) for the Use of the Florence County School/Public Library as a Cooling Shelter in Heat-Related Public Health Emergency Conditions This agreement is made and entered into between the School District of Florence County, the Florence County Public Library, the Florence County Sheriff's Office- Division of Emergency Management and Florence County Health Department. State of Wisconsin health officials issue public health heat-related advisories due to forecasts calling for temperatures in our area to be extremely hot (in the mid to upper 90's with health indices ranging from 95 to 100 plus degrees). When Florence County receives such an advisory, the Florence County Public Health Department consulting with the Florence County Emergency Manager/Sheriffs Department will notify the Florence County School District Library/Florence County Public Library staff that a public service announcement will be made to the community via local newspapers, radio and TV advising the public of how to reduce the risk of heat-related health concerns and the availability of the School/Public Library as a "cooling shelter". It is mutually agreed between the parties that:
The Florence County School District Board and the Florence County Public Library Board will allow the library to be used as a "cooling shelter" during regular public library hours when there is no concurrent electric power outage. Library staff will permit the public to enter the library for relief from the heat during regular public library hours when a heat advisory is issued by the Florence County Health Department. Library staff will expect people entering the library for heat relief to comply with expected behaviors anticipated from any library patron and follow all library rules and responsibilities.
The Florence County School Public Library is a partner in the Florence County Emergency Preparedness protocol for heat related advisory situations when there is no concurrent electric power outage situation.
The Florence County Health Department staff will issue heat related public health advisories to the community utilizing local newspapers and radio and TV announcements. The advisories will include notification to the public that the library is available as a "cooling shelter" and will note the open hours of the public library. The Florence County Health Department will communicate the duration of the expected heat advisory to School/Public Library Staff and will communicate when the advisory is over.
The Florence County Sheriffs Office- Division of Emergency Management will assist the library staff for any on site emergency situations and will notify the library staff if other shelters are opened for the public in the event of a change in the emergency situation. An example would be when an electric power outage occurs and shelter is needed beyond regular library hours and for purposes beyond "cooling".
This agreement is executed by the below parties and is in effect as of the date of the last signature. This agreement will be updated annually with a review of the language and a new review date.
